The most popular web editing software programs that people use for creating and maintaining their web sites are CofeeCup & Dreamweaver.
I am using Dreamweaver for creating all of my websites.
I know that Dreamweaver is expensive and that some people cannot afford to buy it. My advice is that you buy CofeeCup which is much chipper than DW and has almost the same functions.
If you do not want or cannot use any software for creating your web site than you will have to Learn How To Code HTML which is the hardest way to build/create your web page/site.
Or you can still download two free editors NVU and Komposer which has some limitations (free is not always the best choice) but the job is still done.
